Just curious- does anyone know what exactly happens?
Does the buyer still see your listings?
Do they receive a message that they can't buy anything from you?
Can they still send you messages?

That does NOT do what people seem to think it does.
If you list in US Dollars then buyers can ONLY pay with US Dollars and it doesn't matter where they are from, where their PayPal account is registered or anything else.
The ONLY thing blocking non-US Dollars payments is if somebody used Send Money and tried to send you a currency other than US Dollars. For an eBay sale it is IMPOSSIBLE to make a payment where the payment arrives in a different currency that the one the seller listed in (which for a listing on .com is USD).
The block you might use is to block non-US PayPal accounts but that also blocks any permanent or temporary residents of the USA who are using their home country PayPal account. This would include MILLIONS of students and part-time US residents (about a Million Canadians for example). Even this block won't work if a buyer pays with a credit card through eBay instead of a PayPal account.

Totally agree on the international postage prices. I almost had heart failure yesterday when I had to pay $32 to ship something to the UK yesterday and that was the discounted price. It was $35 on Stamps.com. 2 lb package but still that $32 doesn't include tracking so it is horribly expensive.
