I can't tell if this is real or a simulation.

Did handheld devices and text messages really ruin proper prose, grammar, sentence structure, spelling, and a handful of other issues that make this post unreadable? Or did something else do this to you?

You want to improve your seller rating? What is the question in that message?

Canceling a transaction due to "out of stock" puts a defect point on your account. Too many of those will put you below the acceptable threshold. If the buyer asked you to cancel the transaction, then the logical reason to choose would have been "Buyer requested." Here's the Help page about seller performance evaluation.

If you went below standard your sales can be suppressed.

You will have to fight your way out of the bowels of eBay's search algorithms.

Don't make any more mistakes.

The way to clean up the mess is to STOP doing those cancellations for out of stock.  Do a better job with your inventory ASAP, you do not have time to waste.  Put your account on Vacation hold if you need to so that you can make sure your inventory you have posted is correct.  DON'T sell more if you aren't sure you have your inventory counts correct.

Watch your Seller Dashboard regularly.  If you do you will see any area you might be getting into trouble long BEFORE it actually becomes an issue that hurts your account like this one.  And there might me things you can do to prevent a negative impact on your account.

I'm not sure about the amount of sales you have had in the past 90 days, you say 3,000, your sold items on Ebay show about 80.

Now to work yourself out of this penalty fee, it is going to take some time but you can do it.  As I said earlier the FIRST thing is a firm handle on your inventory counts.  NO MORE cancelling for Out of Stock  items.  You don't have so much inventory that your stock isn't easily trackable.  Come up with a method that works for you and reverify every listing you have.

Next would be to add as many listings as you can.  List anything you got that you think will sell.  The way out of this is more transactions.  You need to dilute the numbers.  The only way to do that is MORE transactions.

In summary.

1.  Get a firm handle on your inventory.

2.  No more Cancellations for Out of Stock items.

3.  List as many things as you can that you think will sell.

4.  More sales, run a markdown sale or whatever you can as you need MORE transactions to dilute the numbers.
