I don't believe you need a SSN.
If you are a business account an EIN would cover payment and taxes.
However, eBay still requires SSN/ITIN for contact person/agent/owner etc.
If I recall correctly.

To address the SSN part... you'll have to have that to get paid. Just a thought...

When you register as a seller on eBay, you must have the documentation that enables you to legally receive payments. The requirements are different for international members than domestic users. Below is a link to more information that should point you in the right direction.

Why would you do this? This doesn't make any sense to me, because if you register a company in the USA, then you have to pay USA income tax on the income, but that doesn't mean that you can avoid paying income tax in your own country. You will still have to pay income tax in your own country, and unless there is a tax treaty that gives an exemption, you will be double-taxed on the same income by both countries. That doesn't make any sense.
An LLC can be operated as a Sole Proprietorship, but in that case the income is passed through to the person who owns the LCC, and is reported to the IRS (USA income tax department) as their personal income. In order to do that, you must have either an SSN (if you are eligible for one) or an ITN (Individual Tax Number, if you are eligible for one, for individuals who are not eligible for an SSN). You need to provide the SSN or ITN to eBay.
If the LLC is not being operated as a Sole Proprietorship, then you will need to provide the contact information and tax ID numbers for the people who own the LLC. That means their SSN or ITNs, with their names and addresses.
In order to register an LLC in the USA, you have to provide a USA bank account in the name of the LLC or owner, the mailing address in the USA for the LLC, and the name and contact information of a registered agent who is present in the USA, and has an SSN. I don't think an ITN would be acceptable for the registered agent, because they have to be eligible to work and earn money in the USA, which means they need an SSN.

This is an important question. And asking on a public forum may not get you a reliable answer.
What country are you in? When you registered on eBay, what did eBay advise as to whether you need a Payoneer account or did they ask for a bank account for payouts?
