Seems like you found the best answer, but you gotta use the provided context, and a bit of logic.

 

It's telling you what happens when you aren't on scheduled payouts. What are scheduled payouts? Transfers from eBay to your bank.

 

TLDR eBay is going to force a payout if money has been sitting for 180 days.

I am a USA seller with a linked bank account. 
 
I cannot turn off my scheduled payouts, and the only options for payouts are Daily, Weekly, Bi-Monthly, or Monthly. 
 
So here in the USA, I do not see how one could have a linked bank account and be not be on schedule payouts.
 
Are you currently on scheduled payouts? If so and there is no way for you to turn them off, you may be asking questions about a situation that cannot arise for you.

You missed one other option and that would be Spendable Funds. If you have that option turned on there are no payouts other than On Demand, if you don't request a payout then the funds just sit there in your eBay account.

 

I'm going to guess that if you have Spendable Funds just sitting that after 180 days of no activity (selling or spending) eBay sends a payout of your balance to your bank account.
