tracking and uploading glitch from ebay after issued a partial refund to buyers

Hello everyone and attention to ebay tech. it has been since August I notice lowers score on my dashboard due to Tracking and uploading , all my items have a tracking numbers, all my items have been shipped on time and delivered by the USPS, I do not do label online ( I do not like) I pay at post office, since the new form of payment come along now if I refund the buyer partial shipping discount the tracking and uploading get mess up by the ebay systems I went each one of my items my tracking number  is correct , but it wont show deliver in green because I sent the buyer a partial refund , I called in past and spoke with two ebay agent they cant figure it out either why this glitch , well today I went to my record again and I am positive 100% the score is lower because I sent a buyer a refund and ebay  think my tracking is not valid , my items have been shipped and delivered and all the buyers are happy why eBay has this system to lower my score? Please ebay call me and talk to me and fix this glitch Thanks you

It's a default that the status gives priority to Partially Refunded or Cancelled if either of these actions take place. That does not mean the system isn't recognizing the delivery status.

Are you adding tracking numbers to the transactions within your handling time or after?

Go to your Seller Dashboard-

https://sellerstandards.ebay.com/dashboard

Find the area where your shipping rating is affected, click the arrow to expand the details, then click Get Full Report. It will show you which orders were affected and why eBay considers them late.

I ship in time adding tracking number the same day the item was ship!  the glitch is when I refund the buyer partial shipping discount ebay system doesn't recognized anymore my tracking number , while the USPS shown item is delivered , ebay fault me for a carrier not scanning . why? I do not work for post office! why ebay blame me for carrier not scanning first of all? check it out your record too please

My partially refunded orders aren't affecting the shipping status. Follow the instructions above to see what the report shows and which transactions are affected.

sometime glitches doesn't affect all the accounts

I repeat again: I do not ship late , I add tracking on the same day item was shipped , all my items have shipping tracking number ,  all my items shown on USPS site DELIVERED so why my score on tracking and uploading  on ebay is lower? doesn't not reflect my performance at all
