Thanks to a members response I did find some info on tariffs from ebay however I cannot find how and who will be billing us for these duties.  Ebay or government?

Neither one, for shipments from China (which you specified in an earlier post).

 

There is only one shipping service into the USA, where eBay collects import charges up-front: that is the Global Shipping Programme (GSP) which is available for sellers in the UK. That is the only situation where eBay will collect the tariffs up-front, and where the tariffs will be visible to the buyer and paid at checkout.

 

For shipments from all other countries into the USA, if import charges are applied, they will be collected by the shipping carrier, before they will deliver the package. You may also need to provide your SSN or ITIN to the shipping carrier. There will probably be a warning at checkout that tariffs/import charges will be applied, but the amount is not determined until the items are assessed by CBP (US Customs and Border Protection).
