From the Weapons policy:
“Stun guns may be listed as long as the seller states they won't allow purchases from places where stun guns are illegal”
Disguised stun guns are not allowed.

Not something I would even consider listing on eBay. As your feedback indicates you should already be aware of the international problems but you would need to be concerned about individual state laws as well.

Stun guns are completely legal in at least 40 States, in a few more there are some restrictions, Rhode Island is currently the only US State where they are illegal for possession by individuals.
eBay's restriction information was written a long time ago when there were many more States where they were restricted or prohibited.

I believe Hawaii is also on the illegal ownership list. There are also at least 4 states where it is legal in some areas and not legal in others so you would have to know the subset of the state laws and keep up to date with any changes which seems to happen frequently these days when it comes to self defense weapons.

Not uncommon a lot of eBay's policies are not kept up to date. Personally it's not something I would list since I don't want to deal with potential headaches or possibly eBay removing the items for restriction violations. Then you also have the shipping issues if they happen to contain Lithium batteries.
