Get a Payoneer account.
Sign up for Managed Payments and attach your Payoneer account so you can be paid.
It'll take a few weeks to get everything approved.

Did you link your bank account to Payoneer? Did you register your account with your country of Sri Lanka as a business and retain a business license? Did Ebay send you an email saying that you are approved? If not, this is what you need to do.

It can take weeks to be approved from Ebay.  You cannot just decide you want to sell something and then try to sell it.  There are requirements and protocols for all sellers.  You should also consider this:

This is a valuable and important tool that will teach you what you need to know to be a seller on ebay.  I suggest that you should enroll after you have set up your account with Payoneer.  That way you'll have time to study while you wait to be approved.

Go here to link a Payoneer account. The type of  Payoneer account matters. You can sell on a personal or a business account on eBay, however if your eBay account is a personal account your Payoneer account has to be an Individual account. If your eBay account is a business account the Payoneer account has to be a Company account.

Payoneer will tell you right away if you're successfully linked to eBay, however it will take 2-4 weeks before eBay sends the email after linking that says you're all set.

 

Then you need to attach a debit or credit card to eBay for seller fees.
