I have reached out to three different representatives in the last 2 days, and there has been no solution to my problems. As of this week, my auctions have somehow changed to no shipping options and local pick ups. I have people who won these auctions and I will not honor anything that has finished this week. Please advise on the next step.

I've read, of late, that ebay is going to a 2 shipping option (to avoid buyer confusion) on the listings. Perhaps you are now 'in' and the options you had listed aren't on the approved list.
Buyers have learned how to avoid the confusion: By not shopping on ebay.

Well...
First things first, your best solution is to cancel all these purchases for reason "buyer asked."
That is unless any of these buyers were planning on showing up to pick up their items.
Then relist and make SURE you do NOT have local pick up as a shipping option.
And we can blame this on ebay however...
I'm really struggling to believe your listings automagically changed to local pick-up only all on their own, after the listing was created, through some mysterious glitch but lets just say that is really what happened...
However, the buyers bid and then won items that were clearly marked for Local Pick up only.
They did not see that, this is a common mistake, far more common in fact than the automagical mystery glitch.
Yes, buyers purchasing "local pickup" items not realizing it won't ship is a very common error.
It is a human error, nothing mysterious or backhanded there...
Why it happens?
Because ebay lists "local pick up" under "free shipping" results.
Their reasoning is local pick up is free (which it isn't but I'm done arguing).

I had unpaid cases on some of these items in the past, and have proof that in weeks prior the shipping was selected. You can also see in some of the listings that copied the title to the description, it shows shipping options i selected. Another good example is the recent reverse weave champion hoodie that i sold, i started it at .99 plus flate rate shipping. After receiving bids it showed up as local pick up only.
