shipping rate tables are gone?

Hi,

Trying to visit the Shipping Rate Table page https://www.ebay.com/ship/rt gives a 404 error - page not found. 

This page used to be accessible from the help page https://www.ebay.com/help/selling/shipping-items/using-shipping-rate-tables?id=5459 in the middle where it says "create shipping rate table" 

and also from the Shipping Preferences page https://www.ebay.com/ship/prf by clicking "edit" next to the "Use shipping rate tables" 

Both these links now lead to the error page. 

any ideas?
