If the answer is yes to above then you may have a problem adding a new email address because usually you need that access to confirm the change is actually being made by you and not some hacker type.

You really haven't given us enough details to help you.  We are all guessing at what the issue might be because you didn't give any details.

Why did your email address get cancelled?  Have you contacted the provider in an effort to get it reopened?  

This, as I'm sure you know, is a critical piece of information on your account and if Ebay finds out you have an issue with your email address, there could be more issues as it is a requirement.
