Make sure that you have completed your Account profile.
You must have valid shipping and return addresses set up
You must have a valid phone number
You must have a valid payment method on file to pay your fees.
Your PayPal account must be set up to receive payments and linked to your eBay Account.
If your limit is 0 items and 0 dollars after you have set up your account, then contact eBay. Use the "Call Us" link at the bottom of the seller limits page that I linked below.
From outside of the U.S.,,you can use social media to contact eBay
https://Facebook.com/eBay
Use Private Messaging on the social sites. Do not post any personal information on the public page.
If you have an actual limit, you must prove to eBay that you can fulfil your obligations as,a seller before they will raise your limits. You cannot ask for an increase before 90 days.

As a new seller, I suggest that you familiarize yourself with the policies and procedures for selling. Start reading here:

Also ... familiarize yourself with the MBG:

Which is why I gave them the social media links.

Since they registered in November and have no selling track record, the chance of them getting increased limits is nearly zero no matter where they go.

Yeah ... I said that in my post, too.
