I sold an item for $19.50 but the seller wants to pay $20. Why would they want to do this and is this a scam?

I assume you mean the buyer wants to pay $20. If they're offering you an amount higher than your BuyItNow price, you're being led into a scam. You'll be asked to send them a PayPal invoice (or otherwise share your email address with them), after which you will get a fake payment notification and be told to ship before funds will be deposited into your account. Real sales do not work that way.
If any of the above does not fit what you're referring to, please give us more details on what has happened so far.

Sounds like you're being set up for something. People don't usually give you extra money for no reason. Even server's working on tips know that they must earn the size of the tip by good service.

I suspect this person might have an eBay coupon or credit card promotional offer, etc. But I wouldn't assume anything (whether it's a scam or promo, etc). When in doubt, just play it safe and turn down the request because you can't separately send them an invoice for $20 on a $19.5 eBay transaction. Stay alert especially when the buyer offer to pay you to not using eBay by asking for your personal paypal address. We are not allowed on eBay to disclose any personal information.
If you really want to have this deal done, simply cancel the $19.5 transaction and make a new listing for $20 for the buyer and accept the payment safely via eBay platform.

Do you mean the buyer that won the echo auction didn't pay but instead contacted you to offer 50 cents more? Did they ask you to email or text them?

They are going to ask the seller to put in $300 of gift cards.

That's a possibility I hadn't thought of. It's still not up to the seller to bill him extra above the amount due. In fact, I'm not sure that's possible anymore. You used to be able to adjust an eBay invoice up as well as down (not talking about Shipping costs here), but I don't think that's possible anymore.

You can adjust it down as long as it's not lower than the shipping amount. It will show up on the final bill of sale as a discount. You can also adjust it up, and the invoice will add the increase to the shipping.
My partner sold a trade dollar to a woman who wanted 5 other trade dollars, but she didn't want to bid the 1.99 price. She offered 1.50. He said OK if they don't sell for 1.99 (as it was an auction and he wasn't going to end it), and when the tokens ended without bids he added the charge to the invoice so eBay gets their percentage and the transaction is complete without listing them (which he couldn't do because he sold everything and reached the selling limit for May).
