Ebay is not hard to get in touch with.  There is a link at the top and the bottom of every page for Customer Service.

You should report the seller for asking for a payment method that Ebay doesn't allow.  Also report their listings that have those payment terms in it, however I didn't see any listing sold that actually said that.

Sellers are not required to cancel a transaction because a buyer asks for it.  But the seller should respond to you and tell you why they won't or can't cancel the transaction.

Have you paid for the item yet?  What method of payment did you use?

I would suggest that you contact Ebay for Business on Facebook, Instagram or Twitter for the better trained CSRs.

Your options will be on the left.  If you use the link below you can only get to the Automated Assistant or Chat box type AGENT in the box and hit enter. You will then get more options.  Not all options are available 24/7.  It will depend on staffing available.  So sometimes you can request a call back and sometimes you can't.  Sometimes you have the Chat option available and other times it won't me.  If it is important to you to use one of those options, just try back later.

If you use a cell phone or other mobile device, you may need to turn off your Spam filter so that Ebay can call you.

If you are a seller outside of the US or Canada, you will need to use the Chat Option.

Have you paid money for the item you purchased?   If not, you do NOT need to "cancel order" because it will cancel automatically for non-payment after 5 days .

If seller asks you to send money through cash app (you can report him to EBAY for trying to evade EBAY selling fees).
