what are the odds that 1 guy bids on almost 30 items , ( over 100 listed similar items ) , then another guy SNIPS 13 of them over 4 days but never bids on something with no other bids ??? Then the snipper wants to cancel everything------------I'm in the process of waiting for payment on 20 items now from the first guy

Sounds to me like the sort of erratic and irrational buyer behavior that is posted about here every other hour or so.
But as I do not do auctions, please explain why you think these two characters are working together... and why they might not be the same person.

When #2 retracted his higher bid, He made #1 the high bidder at a lower price.
ebay used to call this bid shielding.

truthfully , I was testing the waters just to get more eyes to look , , I also bumped up the shipping to cover myself , and also explained that the combined shipping would also be higher then usual---------perhaps I got what I deserved ???? but buyers of course should actually read before bidding , lol

not retracted , just didn't want to pay after items ended . and because the whole thing felt wrong I didn't even want to send out the second chance offers.
So I did block this guy and was I surprised that Ebay allows you to block 5000 buyers , geez , if there's that many bad buyers why limit that number at all

1 is in Israel but items get shipped to N.J.
the other Poland with no actual address

I've been selling for 25 years and have about 100 names on my best buddies list.
Doubtful you will ever need to add close to 5,000 names.
But my recommendation is to add names very liberally... I block for a bad tone, bad manners, lowball offers, requests for discounts, requests for anything that is even the least bit out of the ordinary... in other words, the slightest hint that something is off.
I've even added a few names from these forums of sellers who I would never, ever want anything to do with.

It is possible two bidders could be in cahoots, but not probable. Considering the very low price points, fraud is unlikely. Scammers working in tandem would be far more apt to target a new seller with high dollar goods. I would not think the payoff in scamming items for under a dollar is attractive enough for conspirators to take notice.

To offer a different point of view: Overall, i am hesitant about blocking too freely, tho i do not impugn those who see differently. Have maybe five or six IDs on my block list in 15 years of selling. That said, i agree non-payers have earned a spot there. That’s the primary reason i blocked those few. (Others went on as a precaution from threatening activity on the forums. It’s rare, but over the years there have been those few who took exception to something i wrote.)
But my point is that it is not a foregone conclusion that you will ever need, or even come close to needing, all 5000 spots. Personally, i have not encountered bad buyers on this platform (a few bad sellers, yes, but no bad buyers).
Still, the block list is one of the few seller protections we have available.

I may have just been annoyed but , I just canceled the other 20 sales for non payment and blocked him , must be 25 or more messages back and forth between both of them with the same old , I might buy more so I want to wait to pay , **bleep**, whatever , time to move on

Nonpayment has been an issue on eBay since the day eBay started. Based on posts I have seen here, it is fairly common.
But again, what about these two buyers leads you to believe they are "working together"? What is the "scam" and and how is it benefitting them?
