I had a customer request a return, and "quote the shipping and product just as described". said wife is allergic to smoke and it smelled of it. He also stated that he knew it was not from my house. Because I buy from auctions. Yet when he filled the request he put in reason "didnt fit". ebay said I am not obligated to return, will this pentalize me as I just declined him. Now he is saying it was not as described!

Accept the return. It can only get worse if you don't and don't listen to what a regular CS advises.

Does it potentially smell like smoke? You can accept a remorse return. You buyer would pay to ship it back.
When the claim was filed, what does the reason state? If SNAD, you need to accept the return. If a remorse reason, you can accept it, but Buyer pays to ship it back.
Please add this Buyer to your BBL. Thx!

The "reasons" a customer can pick from when asking for a return are limited choices in a drop down menu so "smells like smoke" probably wasn't a choice and that is why they picked "didn't fit". Regardless, if you buy something online from Amazon and you are not happy with it... you return it. Well this guy bought something from you and he is not happy... so you should honor his return. If you don't, he will file a claim with Ebay and could win and that would put a black mark on your record. He can also leave you negative feedback. But, it is your choice, you don't have to take the return (as long as your listings say you do not accept returns.)

Accept the return then block the customer. "Smells like smoke" customers are often highly problematic customers because while that is a perfectly valid reason to return something there are a lot of people who have mild mental issues related to it and will smell smoke where none is present and check and expect everything they buy to smell like smoke.

If they open a case of item not as described:
return for refund:
or let em keep it and refund.
You might stall a bit and contact eBay and report the user for return abuse.
They should be able to check such as this users actions.
Note:
having eBay step in for a seller may turn out bad as they may get item and refund: that may also happen anyway...
Always a risk.

I am happy to take a "does not fit" return, no metric damage.
As ebay has a no returns policy in theory only and not in reality you will loose this and get hit with a "seller unresolved case" which as far as ebay is concerned is one of the worst things a seller can do.

Once a buyer invokes the Money Back Guarantee, and this one has by claiming Not As Described, your choices are extremely limited. You will have to accept the return and pay return shipping if you want your item back.
By choosing not to take returns, you are essentially setting yourself up for bogus NAD claims. It is in your long-term better interests to consider taking returns to protect your account. These days buyers expect to be able to get refunds when the item is not satisfactory. Just part of the retail landscape.

Even with a good cleaning, sometimes you can't get rid of the stink.

If they chose a remorse reason, you can deny the return.
They can still go to Pay Pal or do a charge back with their credit card.
