returned item not received

buyer requested a refund because they changed their mind. Ebay sent them a refund and told buyer to return item. I have contacted buyer 3 times about return.  

I want either the item returned , or to have the refund reversed and pay me  the amount refunded

If you didn't click Accept the return @barbskib and just let the [r]emorse [r]eturn [r]equest [r]ide until eBay stepped in, eBay will refund the buyer for you without your participation.

What was the official reason for the return?

If it was "not as described" and you refused the return, ebay would have stepped in and refunded the buyer with your money without requiring the buyer to return the item. 

Your "no refunds" policy on your listings means nothing to ebay. Ebay offers buyers a money back guarantee to buyers.  That trumps your "no refunds" policy.  Sorry, that's just how it is.
