"List in select categories, save 50% on selling fees." promotion question

I activated the offer, then listed several fixed price listings in Fashion. The counter is still showing 10 remaining. Is this a glitch, or is it supposed to only go down after the sale is complete?

I only goes down after you complete a sale in that category that the promotion is for. If it says 10, you can save 50% on up to 10 items once sale complete.
