So, I came across a listing last night with this disclaimer: "We do not ship to CA, all purchases from the State of California will be cancelled". Personally, I think this policy is crazy and unsustainable. I do not even completely understand what problem it is supposed to address.

If it is a live plant or seeds listing, CA has the toughest "invasive species" and protection laws, so most live plant sellers try to avoid shipping there.
It could also be because of Prop 65 labeling requirements.
I'm just throwing the probable "why" out there ... any seller cancelling orders to CA Willy-nilly is going to be in for a big shock when their metrics take a nosedive 😞

And I’m pretty sure it’s not allowed - I think EBay only allows you to choose the blocks and policies they offer. No going all Wild West and adding stuff in your listing.

Makes no sense to me, I have many CA based buyers and never an issue, perhaps the seller doesn't like the new USPS rates but then why not block WA & AZ? each to their own I guess.

I see things like that in TOS frequently now. I know there is a way to set up shipping rules that apply to different areas, but calculated shipping also takes care of that. If there is some law (like plants that was mentioned), then at least explain it.
While I'm on this subject, I just read the TOS of a regular poster on this board that states they will charge a BOC (breach of contract) fee of 15% if a buyer requests to cancel or violates any of their other rules.

Zone 8 is relative.
For me (NW FL) only half of CA is zone 8 ... the line between 7&8 is just North of LA.

I know of another seller in CA with no sales to CA. In his case, it was a reluctance to deal with CA's destination based sales tax. His listings all contain a big diatribe about not being an unpaid CA employee, yada, yada.
He is also clueless about how the new sales tax laws work as now his listings state no sales to any of the marketplace facilitator states. Pretty soon he will have limited his market to just 4 states.
Easy to find: just search for "NO CA SALES" in the Toys & Hobbies category.

Some sellers have legitimate reasons for not shipping to certain states (such as live plants, prohibited imports etc) but unfortunately though it's been asked for over at least a decade ebay refuses to do anything to help in such cases.

The workaround is to set up shipping tables with postage prices that are absolutely outrageous for the states that you don't want buyers from. Whatever you're selling, if you charge $200 to ship it to Calif, then you won't get buyers from Calif. AFAIK this is not a violation of any eBay policy.

That's the same guy with no pictures *sigh* ... I've seen his listings before. Trains guys are as crazy as dolls gals (no offense to anybody here LOL)
Doing a search for "No CA Sales" or "not ship to CA" in all cats gets mostly household chemicals and non-EPA registered motorcycles (emissions) plus some replacement car parts (mostly exhaust parts) and certain smoke alarms ... I understand those.
