quick question! Is there any additional cost for these two features? 

I have these under my "tasks" on my seller hub, but no real information related to fees.

You revived a dead thread to zombie thread status. You should start a new topic instead of replying to year old threads.

But to answer your question. No. There should be no charge. I have a basic store and I've been running the billboard at my store cost.
