promoted listings - ads not showing

What does this mean?           promoted listings - ads not showing

It gives me a number of listings out of my total listings but I'm not sure what it means.

That means your promoted listings aren’t being shown because your rate is not set at 2%. 
That change went into effect on July 11th. 

I’m not sure how you missed it. It was posted across the top of every page in the seller hub for several days prior to the change and several days afterwards.

Thanks so much for the information.  I will adjust my percentage.  I knew it was going to change but didn't notice it on my hub. When I posted after the 11th I knew it had changed.
