so I've had a fair number of offers for the phone I'm trying to sell and I have set it as sold more than once, but the potential buyers never pay and always claim some phony payment issues and try to get me to go through pay pal which I know is a clear scam. Every time I get an offer from a foreign country I think "scammer" A current potential buyer is located in Ukraine with a ship to address somewhere in the United States I'm certain this is a clear scam. Still, I wanted to confirm if a potential buyer has a location in Europe and a ship to address as somewhere in the United States is this for sure a scam?

Unfortunately phones and electronics are the most scammed items on the internet. If that address is not on the invoice, don't ship as you will not be covered and could lose both the money and the phone. Most likely you will have to cancel the sale citing problems with the buyers address or non payment or both. I'd tread lightly with this sale and trust your gut. I would also think twice about the Best offer feature. That also attracts scammers & non payers. Be careful.

Did you Google the US address. Might be a freight forwarder company. Do some research, but I remember reading once it is delivered to the freight forwarder, your job is done.

A lot of International buyers use freight forwarders located in the US as their shipping address.
I've shipped to a lot of freight forwarders and never had any problems., but I won't sell any cell phones.

AND, when the potential buyer(s) do not pay, are you cancelling, citing "buyer did not pay" as the reason?

And probably in Delaware or Florida, since both are popular with freight forwarding companies.
These are the second safest addresses you can mail to.
Your responsibility for delivery ends at the forwarder.
The forwarder usually deals with the customer's import fees, so there can be no "customs delay" scam.
While the customer can still use the Money Back Guarantee, the seller is only required to buy a Return Shipping Label from the US address, not the overseas one. And the customer still has to get the returned item back to the seller within the deadline, having persuaded/paid the forwarder to cooperate.
Use signature confirmation of delivery, even if eBay does not require it.
Demand return before refund, even if you have a No Returns policy.
The only problem with forwarded shipments is that your overseas customer is using their non-US credit card and you will be charged an extra International Fee for that.
FWIW about 90-95% of my sales are international.

I have one right now. Shipping address is New Jersey. Sent the item, it shows delivered. Just got an item not received case for it, and noticed they are in Ukraine. They sent a very wordy email that just sounds fishy, trying to string arm a refund.

“Strong” arm lol. And the address appears to be a house, not a company. Zero feedback buyer.
