package arrived empty.... scam?

Yesterday I got a refund request from a buyer stating the package arrived empty. This was 2 1/2 weeks after delivery!! If I received and empty package, I would be asking questions, sending pictures of a tampered package, the same day, not 2 1/2 weeks later. The buyer later withdrew the refund request with some convoluted story as to why. Is this a new sort of scam? It was a pair of 14k gold hoops, not terribly expensive, but no one wants to be scammed for any amount. Anyone else had this problem? I do feel fortunate that the buyer dropped it.

Maybe they are just getting around to opening packages and the wife or daughter had already opened it got the hoops and they didn't know.

I had a few claims where buyers wanted a refund. After I told them they have to open a case to get a refund they change their mind or ghost me. I just don't do refunds. Buyers tried to see if they can automatically get a refund without opening a case. I am sure some sellers do refund immediately if a buyer saids it missing or something. I have had a buyer 3 months and another buyer 6 months later try to get a refund from me.

     Respond to the buyer and first express concern over the package arriving empty. Ask them to retain the box and let them know you will be opening up a case with the USPS regarding mail theft and the USPS may contact them regarding the delivery. If you had the item scanned when you dropped it at the post office the receipt should  show the shipping weight on the item although give what you shipped the weight difference may be insufficient to matter much. 

     See where the buyer goes from there you may possibly never hear from them again.
