Just so you know, eBay employees do not answer your questions here in the Community.  We are just other sellers and buyers who help each other by sharing what we know or observe.  So we cannot see anything about your account to tell you why you are unable to list.  You would need to provide more information about what you have done to start up here, and what happens when you try to list, etc.

Do you have your account properly set up?  That is a must.

Please review the below link carefully. It contains very important information as to how Ebay needs to see the information you provide them on your account. It is likely easier to change your Ebay account to match your bank account if you find there to be a difference.

     Others have already covered getting your account setup to list items. If your account is setup correctly there may possibly be an issue with the item you are trying to list since eBay puts some constraints on new sellers. What are you trying to list, in what category are you trying to list and what is the amount you are trying to list the item for?
