This is a question you need to ask Payoneer or your bank...US sellers are not familiar with payoneer and do not use it as a payment method.

We don't use Payoneer in the US.

This is not a good place to ask a Payoneer question. 

This is a good place to ask a question like "how do i be a good seller in ebay".
