Why do supposed buyers purchase an item and then never send payment? Is this some type of scam?

It's not a scam if they receive nothing. These are what are known as Sport Bidders. They are basically very bored individuals that have nothing better to do than to be annoying not to mention childish.
Sometimes the bidder may have found the item from another buyer that was perhaps cheaper. Most times they're just being a pain in the you know where. If they display this practice too much, eBay will restrict their buyer privileges. However that person can just open another account and start all over again.
Stop using auctions & offering best orders. List your items with fixed buy it now price, immediate payment required & again...no best offers. Also you can require the bidder to have a payment method up front. If they don't, they can't bid.
Hopefully someone will be nice enough to post a screen shot of the feature for you.

Sport bidders have been a thing on ebay since Pierre invented it.
Part of the fun of selling on ebay.

You are doing fixed price listings.
Check the box that says "immediate payment required" (IPR)to deter such.
IPR does not apply on "offers" for all buyers at this time, but eBay is "rolling it out" to where anyone making an "offer" will have to "preauthorize" a payment to be auto charged in the event that the seller accepts the offer.
