Yes the buyer can still leave feedback.

If the buyer opens a return request (an item not as described case), if the seller wants his item back, he sends the buyer a prepaid return label.  The buyer uses the label to return the item.  When it's received by the seller, the seller refunds.  If the seller doesn't send the label, or otherwise doesn't follow the procedure, eBay will refund the buyer from the seller's funds and tell the buyer to keep the item.  And, yes, the buyer can leave negative FB, because this was still not a good experience for the buyer.

So care to tell us what happened?  

PS:  Is this about the negative feedback you rec'd a year ago?

A: Yes, in some circumstances.

What happens if the buyer doesn't send the item back?

Once you've accepted a return, the buyer should send the item back to you as soon as possible. If we don't see any indication that the item is on its way after 15 business days, we may close the return and protect you from negative feedback. Keep in mind that some returns can remain open for up to 35 business days.

Real life examples that I have experienced in the last 6 months.

 

1. Buyer opened Item not received case.  Item was delivered.  I responded with shipping information.  Buyer leaves positive feedback but claim remained open.  Case timed out: eBay removed positive feedback.  (automatic)

 

2. Buyer opens a return case but balked at the cost of return shipping.  Buyer did not ship back item.  Case timed out, buyer left negative feedback.  eBay removed the feedback. (automatic)

 

3.  Buyer opened case for "did not fit"  Buyer had paid $7.00 original shipping, $10 for the item.  Then they shipped it back outside of the eBay return label.  They paid a bit over $10 to return the item.  I refunded $10.  The buyer was livid and left negative feedback claiming that I should refund shipping both ways.  eBay removed the negative.  (I requested)
