@product_ceylon, as the message says, you  need to register for managed payments with a Payoneer account. You are registered on the eBay United States website (ebay.com) so you need to click on the United States link to start the process.

According to the Central Bank of Sri Lanka, it appears that people in Sri Lanka need to register a business first, in order to be able to receive payments in foreign currency, to their BFCA (Business Foreign Currency Account). Here's a link to their website, then click on CAN YOU ACCEPT FOREIGN CURRENCY AS EARNINGS FROM YOUR BUSINESS ACTIVITIES IN SRI LANKA?

Then, you need to register for eBay managed payments, and you will need to have (or create) a Payoneer account when you do that. Your bank account, Payoneer account and eBay account all need to match, so if your bank account is a business account, your Payoneer and eBay accounts have to be business accounts too, and your name and address have to be spelled exactly the same.  Payoneer will verify your identification documents, which may take a few days, or a few weeks.

For sellers in Sri Lanka, Managed Payments will be able to deposit your payments into your Payoneer account. Here's more information about managed payments for sellers outside the USA. There are other links on the export.ebay.com website that have a lot of information that should be helpful for you.

I had previously read that sellers in some countries were going to have to register as a business in their country to use Payoneer on eBay.  Has anything been said as to whether this will be required for Sri Lanka users?

From what I've I heard, that's the way it'll be for Sri Lanka, they have to register as a business.

Their government probably wants to make sure they get their cut.

Actually, Sri Lanka needs to encourage all the foreign currency transactions they can, because the country has a lot of foreign debt, and needs to have foreign currency available to make the payments on behalf of all their citizens.

 

It's not so much that they want "their cut", they just want to have as much foreign currency coming into the country, and deposited into Sri Lankan bank accounts, as possible.

Oh yes they want their cut.  The tax rate is about 24%.  No doubt there is a substantial fee to register as well.  The wannabe sellers are not wannbe taxpayers.  They're trying their best running around in circles to prevent the government of Sri Lanka from any involvement.
