Hello sellers--- I have 3 ebay seller ids. My newest one has only 3 reviews on 4 sales. I made my 5th sale on this id today. Buyer has expressed concern over packaging. I have hundreds of positive packaging reviews on my 2 other sites. Am I allowed to refer this buyer to my reviews on my other ids ?

Define 'Expressed Concern'
Did they just ask you to pack it safely?
Or did they demand you pack and ship it a certain way?

Sure you can send him a link to your other ebay sites, just remind your buyer he is covered under ebays 100% Satisfaction guarantee.

You could but I think it would be better just to send a quick message to the buyer assuring them that the packaging will be good or more than good.
I also have tons of feedback about great packing but that doesn't stop buyers from mentioning their concerns. In most cases these buyers send this type of message to every seller INCLUDING sellers they have bought from many times.
I used to have a regular buyer, probably had shipped vinyl LP's to them a dozen times or more but each purchase comes with detailed instructions on how to pack a record. It's not personal, they do it on every purchase because in many cases sellers DO NOT know how to pack properly.
You will ease their concerns when the order arrives and they find the packaging job was perfect.

You could but how would the buyer know those are your other accounts, not just some accounts with good feedback?
