In my seller hub at “Manage active listings" I have: "Send offers—eligible (2)"
But when I send offer, the offer is not send and messages in red are displayed:
Offers not sent to interested buyers for 1 listing.
You cannot send offers for this listing.
Ebay does not elaborate why, just is not sending.
Why it is not sending the offer?
Is it a way to fix it?

Some watchers are just that and not interested in buying.
They can decide if they want to receive offers or not.

I don't think this answer is correct. I have 4 watchers on an item and had this same "offer cannot be sent" message. I doubt all 4 have some kind of "not accepting offers" setting. I'm not even aware such an option.

The only thing relevant in the link you provided was this;
"Not all listings are eligible. Eligibility is determined by a number of factors, including age of listing, listing format, and rules that manage the number of offers buyers receive."
How long before the age of listing reaches ineligibility? What listing formats are eligible? Where can I find the rules?

I think it’s the other way around - you can’t send offers on “young” listings because they still enjoy visibility as new to newer.

this is it, in writing, from Ebay's rules
"2. Select Send offer beside the eligible item (or Eligible to send offers, if you’re using Seller Hub).
Not all listings are eligible. Eligibility is determined by a number of factors, including age of listing, listing format, and rules that manage the number of offers buyers receive
Items must be in the buyer’s cart for at least 5 days to send an offer"

Ebay system time out Offers not sent to interested buyers for 1 listing. I got for 2 posters. Please fix it.

Admittedly, this is a confusing situation without specific direction as to how to fix the problem or comply with whatever rule violations might be causing the disqualification.
When eBay places one of my listings into the "Eligible" category for Send Offers... what else is needed? They already know who the interested bidder is... They know the category that is involved. Once an item qualifies as "Eligible"... one would have to assume that the listing meets all requirements of the "Send Offer" feature.
What are we missing here?? Surely there's a way to know that a message won't be processed... before we waste our time on that effort.

I get a similar "offer cannot be submitted" notice - any ideas?
The listing is BIN and has been on going for at least 1 month (start date 16/01/2020)
Is it because the watchers are the same and they havent bit ( offer expired) so eBay wont send to the same watchers twice?

Yes, I would agree with this response. From a marketing standpoint, eBay should want to limit the appearance of distress in a sale so young. It gives the wrong image.
