I think your choices are new or used, sometimes new (other), and in your description you can indicate that you are the second owner.

But I see a lot of listings as pre-owned.....how can I do that

When you list it as used it will show in searches etc as pre-owned.
If you click on one of those pre-owned items it will show condition: used.

When you list an item, you must pick a category.
