I have no idea.. I believe you can get 200 free listings, beyond that you need to pay.

Make sure to set up a vector to be paid or you will be selling items and not receiving any payment.

If you are hoping to increase your listings to 2000, you will have to prove to eBay that you are an outstanding seller.  Ebay looks at multiple factors when determining selling limits. This includes a review of your feedback, which at this time, may thwart your efforts to raise the number of listings.

You can request higher selling limits once a month. Below is a link to the Help pages outlining what you need to do. (Given that you are an international seller, there may be additional steps as well.) There is a link in the policy to request higher selling limits. Good luck in your efforts.
