Did you mean:

is this feedback extortion?

Buyer got the package.  He says "I don't like the packaging so you should refund me some of the money.  I am easy to work with"

I ask him what the damage was.  He gives another vague "I'm not happy with it, but if you refund some of the money we will be ok"

I ask him for a picture and he says " I fixed the damage, but it took my time, so you should refund me some money"

He isnt' threatening to leave negative feedback.  But his vague messages, lack of pictures, and constant demands for money are making me feel extorted.  Would ebay consider this extortion?

"Dear buyer,

I'm so sorry you're not satisfied with your item. Please return it for a full refund.

Thank you,

Seller"

Send that once. Say nothing more.

Thank you for responses. If I take the steps some have recommended, am I protected if he leaves negative feedback?

Not likely.   There is no clear feedback extortion threat.

If the buyer leaves negative feedback, it may or may not be removed.

As awful as it is, I have to consider the partial refund to avoid the negative.   That's terrible, but the reality is that negative feedback is so damaging.

No, but you can respond calmly, and factually.

Such as "offered refund, buyer declined".

This is EXACTLY why this type of arm twisting works. Sellers run scared of negs and will throw money at the buyer to make them go away.

Don't cave in, when you do it only adds fuel to the fire and makes them do it more and more to other sellers.

The easier you are to offend the easier you are to control.

Why should seller take a return for a full refund when there is nothing wrong with the item? I know some sellers will roll over at even a hint of getting negative FB, but this is ridiculous.

No, but I have no doubt that you can get a neg removed if you state your case to the right rep.  It may take several calls.

Since you gave the buyer at least three chances to explain what he felt was wrong with the item, I'd personally ignore his messages and let him either file, neg or make whatever next move he wants, then deal with that.

Good luck...

Re: is this feedback extortion?

I'm sorry, but I'm confused. He didn't like the 'packaging'? He was so vague you probably can't answer this but what packaging? What the item is in or how you packaged the item for shipping? Either way, I'd tell him to return it then refund and block or until he provides details ignore him and block.

Re: is this feedback extortion?

A neg is really not all that damaging.  Most buyers never look at feedback - they really should but they don't - and a good response such as "item perfect, offered full refund if returned"  would make any buyer comfortable with buying from you.
