I sold (notice not current 'sell') individual random items, well photographed, tested and described. So I do not know why I need to compete with Costco or Amazon and pay to allow anyone to return for any reason? I just saw a listing as 'parts/repair' which I used to do, but I came to the conclusion, 'parts/repair' and 'no returns' were code for 'they can still return it anyway.
I also know I'm only going to get negative replies about scamming buyers, deceptive ads or other, but there must be someway to properly advertise like a garage sale. It seemed as too many buyers were just finding ways through loopholes to get items, or parts from items, or who knows?
Everything is just so automated now, I'd like to know how to adapt, to see about posting again. Just allow returns? I did this when I realized there was no alternative, but then I still lost due to requirement of paying inflated return shipping.

NO.
All a buyer has to do is say it is not as described (even if that is a lie) and eBay will force you to take it back. If you refuse they will issue a refund and charge your account. Then they will ding your account for an unresolved problem. Too many of those and you are shown the door.

Ebay policy states if anything is "Not as described" then a buyer is allowed to file a "not as described" case against a seller and the seller is forced to accept that return. They are given 30 days. Do not fight the return. "No Returns" don't really exist anymore. Buyers can lie or have a valid claim and receive a refund. I would suggest if an item is "no return" then sell it locally. Paying for returns is part of business. You are recommended to have 30 day returns seller pays for shipping.

If you allow customer to "return items" and they open a claim using reason "buyer remorse" then CUSTOMER is responsible for shipping BOTH WAYS.
When you have "no returns" the only way the customer can return the item is to lie and claim "not as described, not working, counterfeit". If they do that SELLER is responsible for paying shipping BOTH WAYS.
EBAY 30-Day Money Back Guarantee (supersedes your "no returns" policy). No such thing as "no returns".

I do 'returns...but buyer pays for shipping'.
Never had a return yet after many years.
I think buyers might be afraid to pay for shipping sometimes...or don't really know how that works.

I was just looking at your listings and noticed something that could problematic for you. Your Craftsmen CASE ONLY shows one photo of tools. EBAY has a rule that "whatever is in the photo" you must give to the customer. I would advise you to remove photo of tools and also put CASE ONLY at beginning of your title line (because customers are idiots and rarely read anything).

Here is the deal.
There is no such thing as no returns, however "No returns" sellers simply get far fewer returns than other sellers. I am a no returns seller and I have had one return in the last 3 months between both my accounts and it was a legitimate not as described situation (I unknowingly had a fake item). That was 1 return out of 1168 sales.
The return stats my "free return" friends have are incredibly high.

Can't recall when I was every denied a return for anything for most any reason that I returned to Walmart, Kroger, Aldi, Auto Zone, Ace Hardware, CVS, and most any other retail store other etc. have been to for decades even used auto parts for my first & only $150 '51 ford at a used auto salvage business - tore up the 2nd gear, u-joint, and differential several times - you're only 16 - 18 y.o. once -some times the used part was messed up to the exchaged it. eBay is in competition with them. Heck even Goodwill allows one to return an item that doesn't fit in exchange for an item of equal value - never used to.
All businesses have to keep up with the Jones's or fall by the wayside.

If you have the receipt of purchase then yes they will take it back and refund o0r give store credit. .

The other side of that coin is the 10% kickback on the FVF's far more than cover any return expenses I incur with Free Returns year in and year out. I expect I garner a few more sales with Free Returns as well.

My Seller page is set to no refunds but if someone asks and has a valid reason i always accept the return. Dealing with Ebay CS is like smelling the Armpit of a homeless who hasn't showered in years.

I offer 30 day free returns, have been doing it for years. From time to time I get items returned. A % of that is simply part of doing business.
"No returns" does not mean No Refunds on eBay and yes, eBay has a number of return reasons that bypass the No returns accepted setting. In my view, they should limit its use.

There is such thing as no returns and no refunds in second market and pawn shop . Both state and Federal Merchant & Buyer Statues give limited buyer rights to refunds and returns or no refunds & returns in second market and Merchant return Policy must be laid out clear on posted Policy at the check out Register and on the back of receipts . Also B&M must post their store policy to be clearly seen by the buyers . The regulations merchant & buyer protection policy has laid out statues : SNAD Returns that Buyers have give proof that the item didn't meet the intended use it was purchased . Unfortunately The Online market place never though about getting The Al Bundy Show Store Customers that buy clothing & shoes that are one size smaller by assuming they can still wear same size stuff when they where in High school or collage.
