I have not called ebay for help for several years mainly because I find ebay csr's to be of absolutely no help.
I now have a issue where ebay is habitually overcharging and not following the very clear policy and I decided to call about it.
The help section only runs you around in circles and never ends in a place to call or be called.
The virtual assistant is programed by the same people who think that piano keys are made of elephant tusks.

As far as I know, the live operators are only available during (extended) business hours in California time. Or that's how it used to be. I suspect that calling over the last few days, it might be more difficult to reach someone because of the holidays.

Perhaps contact eBay through FB or another of the social media accounts?
I suspect the phone reps will be singularly unhelpful as well.
