My buyer received the 16 pieces of china I shipped, but one plate is broken. It is an international sale. How do I proceed

If you used EIS (Ebay International Shipping) this is supposed to be eBay's problem now not yours. Should the buyer file a claim for "damaged in shipping", eBay should take care of your customer.

And if you directly shipped overseas, well. Not a great move, good way to be taken to the cleaners!
