Please Clarify!
Do we or do we not get charged the international currency conversion fee if a buyer has an address not in the USA and buys an item from a seller who has not opted out of the EIS program?
If I am opted in the the new EIS program, and a buyer from another country buys an item, are we charged the CCF? (currency conversion fee)?
If we sell to a buyer with a freight forwarder with a USA address then yes I was charged the fee as I am opted out of the EIS program. If I opt back in then i will not be charged the fee?
After 62 responses to my post about the fee the answers are vague and ambiguous.
Can anyone who actually knows tell us the facts? Please reference your verification and not your opinion.

However, if a buyer buys with a shipping address to a private forwarder, the sale does not go thru EIS.......so you will be charged the international fee.........

No sellers using EIS are not charged a conversion fee.
Selling to a buyer from another country that uses a freight forwarder is a different scenario and the seller will be charged a conversion fee if not in EIS. As for being in EIS and a buyer using a freight forwarder I’m really not sure I haven’t shipped to a freight forwarder in a while.

If a buyer from another country has an item mailed to a freight forward address...the seller will be charged an International fee due to the buyer using a credit cared from another country.

I’ve sold through EIS several times (Japan, UK, Australia and Canada)and have not been charged an international fee.

International fee
If your registered address is in the US, we charge an International fee if either:
- The delivery address for the item (entered by the buyer during checkout) is outside the US, or
- The buyer’s registered address is outside the US (regardless of the delivery address for the item)
@rseuqinh Sellers would be charged an international fee if they are selling an item that is not going through the EIS program. If they are using the EIS program and the item is sold through it then there would not be an international fee. More information on that can be seen here on our help page.

Again: That statement is not exactly true.
Again: Use of any credit card or any debit card has nothing to do with the International Fee.
Again: The following is what eBay's User Agreement says about their International Fee:
(Beginning of Quote)
If your registered address is in the US, we charge an International fee if either:
This fee is calculated as 1.65% of the total amount of the sale and is automatically deducted from your sales.
If your registered address is not in the US, please refer to the fee page for your country or region of residence for your International fee information.
(End of Quote)
The words "credit" and "card" (nor even "cared") do not exist in this explanation of the International Fee.
The only factors that determine when an International Fee is imposed are addresses: delivery addresses and eBay-registered addresses.
