Where are you receiving this error?  (i.e.  what functionality are you attempting?)

What browser are you using?  Have you logged out and logged back in?  Cleared your cache, etc?  

Are you on a mobile device or a laptop/computer?

If you haven't sold in a while you have to sign up for Managed Payments.  PayPal no longer handles the money to get sellers paid.  Ebay needs a checking account number to route the payments too and your social security number for the IRS.

Sometimes this error happening to me when i try to reply the buyers message.

in this situation i recommend you to contact the member again (with new message) instead reply the message.

I get this error quite a bit when signing in on Firefox.  Other browsers don't do this.
