i can not get Listings eligible to send offers

Hello Ebay community, how are you?

i am facing problem in get Listings eligible to send offers normally i receive offers listing 16 to 20 

but from few days i get 1 or 2 just can anyone guide me about it where is problem

Okay I have a pair of Jordans for sale on my page. I have 5 watchers on them as of today. I go to my seller hub and check mark the shoes and then click send offers and then it says "item is not eligible to send offers" ??? The listing is over 20 days old, so it's not the time span. I checked the automatically offers boxes and I believe that the boxes that are suppose to be checked are. So what is the problem? Am I missing something?

Not all watchers are eligible to receive offers. Some may have opted out entirely, and others may have already received offers, or may not have been watching long enough yet to be eligible.

I have five watchers on one of the items I'm selling, but I still don't have the option to send offers. 

I think eBay is playing favorites and only allowing their bulk sellers to send offers. 

eBay is becoming increasingly frustrating as a seller.

I have watchers on several of my items, but I am not seeing anything on the the "manage active listing" page that allows me to send offers to buyers. 

However, I am receiving offers on items that I looked at but am not watching. 

I've been a buyer and seller on eBay since the 1990s. I contacted eBay help, but it was a waste of time and energy. 

It is clear to me that eBay is trying to force sellers -- especially sellers who don't have eBay "stores" -- to use the promotion feature.
