Go into your store, click Manage My Store and go from there.

Are you asking how to create a banner, or are you asking how to replace your present banner with a newly created banner?

If the second one, it's easy: just go to your store homepage, click the "Manage My Store" button at the upper right, and then look at your banner. Do you see the little white circle with a pencil in the upper right? Click on it. 

You'll see 4 choices:

Replace ----click that if you have your new banner ready and just follow instructions to replace your current banner

Design with Vista Create---- (This will take you to Vista Create, which will have a template that allows you to create a new banner if you haven't done that already---Note that you are NOT required to use Vista, you can use any software you choose, and ebay does provide some alternatives if you look directly above the banner and click the link for "Image Guide".)

Edit ---- There is some very basic editing functionality here, which allows you to make some minor edits to your existing banner.

Remove---- I believe this removes your existing banner, if you simply don't want a banner. You can always replace it later.

I don't find them. Here are the screenshots on the seller's hub and store front.

That pencil only allows me to change my avatar.

There is also a new store manager that doesn't work until you buy subscription which doesn't make sense. Here is a screenshots:

On Seller Hub - to go Store in the menu bar (between Marketing and Performance) then from there click Edit store.

Ding ding ding. The OP does not have a store subscription.

You cannot edit store banners if you do not have a paid store subscription @venusartgallery and at this stage there isn't a reason for you to have a store unless it's worth it to you to pay for the ability to run sales.

Like honestly I kind of miss having a banner with no subscription like you didn't always have to have subscription in order to present your brand image like that. I stopped being a regular seller a couple years back so I didn't get the memo but yeah, back then you could. Nowadays, the banner will cost extra.
