On each Ebay page there is a link to contact Customer Service at the top of the page and again at the bottom of the page.
I would suggest that you contact Ebay for Business on Facebook, Instagram or Twitter for the better trained CSRs.

Sometimes you have the Chat option available and other times it won't me. If it is important to you to use one of those options, just try back later.
If you use a cell phone or other mobile device, you may need to turn off your Spam filter so that Ebay can call you.
If you are a seller outside of the US or Canada, you will need to use the Chat Option.

eBay closed their regular call centers for customer service during the pandemic. They never re-opened them to their full capability, apparently. So there is no good number to call anymore.
Except for a few untrained script readers at the overseas customer service (that are known to say anything to get the caller off the line), you may be better off discussing your concerns here. Lot of good folks volunteer their time in the forums to help fellow buyers and sellers.
Or you can go to the Help & Contact link that appears on every eBay page. You can request a call back from there and talk to a live person. Follow the prompts. You may get a knowledgable and helpful rep there.

I've tried the call-back feature in the help section several times. They say they can't reach me every time because my phone is blocking them. That is untrue. I've disabled all features that block calls on my phone. I've even called my mobile phone provider and confirmed with technical support that there is no reason eBay should have trouble calling me. I have no problem with any other company I've ever worked with.
I think they "can't" call me because they won't. The call is about a buyer canceling their bid after making payment buy saying the item didn't arrive. Well, of course it didn't, the auction just ended. I'm in Oregon and the buyer is in Texas. Riddle me this... HOW DO I SHIP TO TEXAS IN LESS THAN A DAY?!!!!
It looks like if I approve their cancellation eBay will charge me a $500+ fee! So why would they wan't to talk to me? They'd rather take my money like the thieving company they are!

I'll try the FB link. I've disabled any SPAM filters or blocking filters on my phone and with my mobile provider (T-Mobile). I confirmed with T-mobile that nothing would prevent eBay from reaching me by phone. I think it's eBay's system, and I think it's intentional. I've never had this problem with another company.
I'll proceed via FB and Twitter (X).

The phone clerks are working for a subcontractor.
The eBay employees are assigned to social media Chats.
If what you need is hand holding the phone clerks will tell you anything to get you off the phone, because they have to meet their quota.
TheChats are slower and you can't scream at anyone but they can solve your problem.

eBay customer service isn't going to scam you. They may be unhelpful, they certainly have that reputation, but they're not going to scam you. If you call a number off the internet that claims to be eBay, then you probably will get scammed, but that won't have been eBay that scammed you.

Why would Ebay select you to pick on and refuse to allow you to connect with them? What have you done that would cause Ebay to be inspired to do this? It is far more likely that you are having a technical difficulty that you can't yet identify.

I think you are misusing the word "scam". If you'd like to explain the details of what you are upset about, possibly one of us here could help. But Ebay customer service doesn't "scam" people.
It's unbelievable and outrageous, but Ebay does in fact scam their own customers. I know for a fact, because I was just scammed by Ebay myself in two separate cases within the very same week, with Ebay falsely claiming in both that the two scam shipments delivered to two different zip codes than mine were, "delivered to the right address," and then keeping my money.
