a year ago a buyer added a new registration and bought an item . i shipped it. after that ebay came back and took back my money saying the user is no longer a registered user. so i was out the item and the money.
i blocked this user and made note of the name and address.
since then the person has added 6 new registrations and with each one purchased one item. the items are cheap coins of little value. in november of 2022 added 3 new registrations and purchased 3 coins. i did not and will not ship anything to this person. the first 2 in november i just cancelled the sale saying the buyer requested cancellation even though i did not communicate with the buyer.
he uses the same name address and phone number on each registration.
how can i stop this. it is more a annoyance than anything. small amount of money involved. how can ebay allow the same name address and phone number for multiple registrations when most of these are no longer registered users.
any ideas?

How did ebay take the money back? Did the customer open a case? Or did they close their payment method down before ebay could take the money and you shipped it?
Even though you have 1 day shipping maybe you can hold off and wait until you get the payout for the item to ship or cancel but put something wrong with the buyers address so you don't get any dings for canceling the order saying the buyer requested it when they didn't.

It's too bad you can't block an address, so all they have to do is keep making new user accounts to get around your block. If you've had that many bad transactions from the same buyer, I think you could get away with just 'Cancel > Problem with buyer's address' and you have records to prove it is indeed a 'bad address'.

Using the buyer-requested cancellation without buyer approval can get you in hot water if it comes to eBay’s attention. The buyer could raise holy hell and you could get sanctioned.

my immediate concern is the buyer made a purchase yesterday the 24th. i have one day handling. so i have to ship by today midnight. but how can i be sure that ebay wont take back his payment if i ship the item and payment does not clear? and what is the guarantee date to know if payment is really good and cleared?

you can get suspended or booted for claiming to cancel at buyer's request.......
I would call ebay since you say you can prove these are from the same address.......if they booted the buyer once........they don't want him either......

It already bites that the OP lost his money to a ghost buyer the first time, I'd be concerned that if they didn't help him the first time can we think they will fix it this time? If they booted that buyer once and then took the OPs money, I would be feeling " once bitten, twice shy" from help again when it is looking like deja vu.

Isn't there a way to report buyers that go around a block? I seem to recall one being in place at one time.
I don't know about contacting eBay at this point, you may just open a can of worms calling attention to the issue, esp. considering the reason being used to cancel the sales.

just because they are no longer registered should not mean you're out of the item and payment. That does not make since.
I would not offer free shipping & returns! You made yourself a target for the currency scammers.
Review your buyer's profile before shipping. Feedback received and feedback left for others. Google map their address. I would ship signature required and add that cost in the shipping fee or just offer local pick-up only.
There are currency collectors / dealers / pawn shops everywhere! I have some currency listed as pick up only. Pay after your inspection. I receive no bites!!!!!??? It just tells me this is a category for scammers.

just keeping adding their new I.D. to your block list as needed and report them every time to eBay if you believe it's the same person.

thank you. ebay just took back the money after I shipped the item. customer did not open a case. when the money was taken back i noticed the buyer status was then no longer a registered user. this happened some time ago
i will follow your suggestion and hold off shipping until the funds are available to me. i assume then the funds have cleared the buyers bank.

Yes, this. Never ship until cleared payment. eBay will let you know when it's time to ship, and your handling time clock doesn't start ticking until cleared payment is received.
On a side note, this is something that has been a problem for years, and eBay refuses to address it....buyers can just open multiple new accounts or keep checking out as a guest as many times as they want. eBay would tell you, well there's no way of knowing if it's actually the same user even if the address is the same. I don't know what the solution is, but there's got to be one.
