Yes, you're considered a new seller and new sellers will have their funds held, just like they have for awhile now.

Payment holds are normal for new sellers ... as well as for sellers who haven't sold in over a year. You should receive your money shortly after tracking shows your item was delivered to the buyer.

The time lag for payouts is not an issue. The problem is that people rely on small ebay payouts for basic expenses. I sold next to nothing for two weeks and got a much larger payout than expected the following Tuesday. A pleasant surprise if I might say so that must have been caused by held payments? I have no idea.

Since you havent sold anything in over a year, Ebay considers you a new seller.

I may have taken a little time off from selling but that doesn't change the fact that I have 100 percent replies......it would have been nice if ebay told me about the new policy
