hierarchy of buyer requirements?

A month ago, I got a message from a buyer who was trying to bid on three of my auctions.  They were not able to bid because of unpaid items and asked if there was anything I could do about this.  Before deciding, I looked at their feedback left for others.  It was a sea of red, all for items exactly like what I was selling.  I blocked them and then answered back no, there was nothing I could do.

 

I have relisted this auction.  I have a few watchers, so I looked at my buyer requirements activity log, and sure enough, they had tried to bid again.  They were declined due to too many unpaid items.  Is there a hierarchy of buyer defects?  Does the system default to unpaid items first?  It said nothing about the seller isn't taking bids from you.  Just curious if this is written anywhere in policy and trying to learn more.

Any requirement you have for bidder management will be followed. No specific order.

I would have rather them believe it is from unpaid items, not being blocked.  I am waiting for another message.

SInce the "log" showed the reason as "too many unpaid" then thats the reason they were shown.

 

You can also set your requirements to not allow buyers on your BBL to contact you.

This way you would not get a message from any buyer on that list.

I'd rather a user like that knows that they're blocked from buying from me... because I set the 2 UIs requirement. 'Another message' from who? The deadbeat? I'm confused...

I did checkmark that box.  I did answer them last month, but it has been 30 days, so they cannot contact me.

@mtgraves7984 I figured they would message me again about not being able to bid, but then I realized it has been 30 days, so I'm 'safe'. 

 

I think that when someone sees they are blocked, they might get angry and try to get around the block.  We have all read threads about those types of buyers.  2 different blocks on this buyer makes me feel better.
