I'm kind of lost here. guy in france really wants this mini tiller transmission gear I have but ebay keeps telling him I wont ship to him? I mean I just shipped some mustang parts to norway no issue....
I'm enrolled in the international shipping program as well. I even added several different international options specifically to this listing?
I looked in my shipping preferences and I do not have any exclusions set either. what am I doing wrong? I'm trying to help this guy out but failing lol. I'm attaching screenshots that may help.

It's restricted from eBay International Shipping (eIS) either because of the item itself or because of weight / dimensions.
Is that part typically exposed to any kind of hazmat? Transmission fluid, oil, grease, etc? eBay restricts parts exposed to hazmat.

hmmm, its only 1.5lb and 11x5x5 box size.
I mean it is a tiller transmission gear but if you look at the listing, its been fully cleaned. I wonder if its category automatically flags it?

Norway and France are different countries and most likely have different requirements.
Its like comparing apples and oranges.
I would guess it is the hazmat issue.
Used items that are exposed to hazardous chemicals are sometimes restricted.
eBay doesnt have a way to check whether it is clean enough or not.
But it could be a total out issue and may be what can be shipped to France.
Like you cant ship used clothing to Mexico. There are so many requirements that to many people dont make sense.

That particular item may not be allowed to be exported elsewhere. You may want to google that countries list of prohibited items per customs and see what you can come up with.

Either category, item type, or something like that. "Used" condition probably plays a factor.
The listing isn't showing shipping to anywhere other than the US, but it does not have anything other than default (Russia, etc) exclusions applied. Since eIS isn't showing for any country, that means the item is most likely restricted due to the hazmat issue.
As mentioned in my first post, if parts are exposed to hazmat, eBay often restricts them. As klhmdg said, eBay cannot verify items are fully cleaned and free from any/all traces. Therefore, eIS restricts the items entirely.

Depending on what the import/export restrictions turn out to be, one possible solution might be for the buyer to look into using a freight forwarder here in the states.
