Told them I would require cash for the item when they picked it up. ( they still want to pay me via paypal when they pick up the item)
Explained to them that I would not be able to provide tracking if they paid via paypal and I would get a ding if I wasn't able to provide tracking.
I do have local pick up as an option in this auction ....how should I proceed ?

I would never accept PayPal for a local pickup for exactly the reasons covered in Trinton's lengthy quoted post.

I've done this before (several times).
Take the PayPal payment. Make sure you have something in "writing" (message or email) stating that hey are picking up in person.
Getting a video of the exchange would be nice.
"Mark as shipped" on status.
Sure they COULD say thy never got it .... but they could also say you mailed them a brick if you had shipped the item.

They probably quote the whole post because the quoting system regularly malfunctions and is completely unusable on a smartphone.

Then you still get dinged for no delivery or lack of tracking because there is no tracking.
eBay really needs to work on making the site less of a mine field for sellers.

I thought it was, you must accept one form of electronic payment in your listing, but when it comes times to pay, seller can ask they pay cash only, it just can't say that in the listing.

I've only sold a few items as a local pick up but when I did the buyers have used Pay Pal . Never had a problem with it . Tulips

You can OFFER cash on pick up but you cannot require it.

There really doesn't seem to be a good alternative. Some people want to sell things on eBay that make sense to offer only as local pickup, but those sellers have to accept PayPal, but PayPal and credit card issuers may not protect them from all the possible outcomes--even though they claim they will (or won't, depending on how you look at it).

wouldn't one have the advantage of filing a local police report if a buyer tried to pull this with pp?

Wouldn't it be possible for a buyer to pick up the item, then go home and send the seller an eBay message saying, "I was there. Where were you? We need to set up another time for me to pick up my item."
If eBay is looking at messages, this would look as if the buyer had not picked up the item when in fact he had.

One better they can also get a full refund if u dont prove shipping. I wouldn’t do it

You won't get dinged for not providing tracking . I've sold two electric wheelchairs and two or three animal cages on e bay using the local pick up only method . All of the buyers used Pay Pal to complete the transactions before they came to pick up their items . As soon as they left I simply marked the items as '' sent '' ,, never added a tracking number since I couldn't anyway but never had a single problem arise from it. Have them bring their phone with them with the ebay app loaded. Mark the item as paid and Have them mark the item as "received" right there in front of you.
