I just noticed that in the new payment management system we're charged 12.35% on what we charge for item + shipping and then another 12.35% for the actual shipping label cost. That brings the total fee percentage higher than 12.35% because of the double fee charge on shipping. Has this been going on all along?

I think you have some misunderstandings. If you now have a $15 charge due for shipping, that can ONLY mean that you shipped internationally and selected the International Standard Shipping program when you created the label. This amount does not immediately get deducted from your MP account. It is ONLY after it reaches the Ebay sorting center and the package is verified for size, weight and class of postage before the seller is charged.
I know it is easiest just to assume Ebay is taking advantage of you. But that is rarely the case. Usually it is because of a misunderstanding.
This $15 may not be related to this transaction your described here, it could be a different one, but it is definitely an international shipment.

Sorry, but you are incorrect. The shipment was NOT international and it WAS related to the product I mentioned. This is also not the first time this has happened. The math did not add up before but I thought maybe it was a one-off. Believe me, I wish you were right. Unfortunate that they are operating in such a crooked manner!!

There is clearly a misunderstanding here. That $15 charge can only be on an international shipment. Likely one you did a couple weeks ago.
You can find out for sure by going to your Seller Hub, Payment Tab, All transactions. Find the $15.00 charge on your account. Look to the left and click on Transaction Details. That will show you exactly why you were charged that fee. Maybe this is the place to start.

Ebay took over 7000 dollars in 2 years. I did not notice because my son was the one handling it. I thought I was paying for shipping when he was paying for shipping through the paypal. When we spoke with EBAY they said I would have to reach out to my bank, but my bank can not access the paypal account. I spoke with Jorge Anthony and they tell me that they can only access the account for 90 days! THIS ALSO HAPPENED IN 2009! by the way so it leads me to believe this is done deliberately to steal money from sellers.

It is legal and it's in the terms & condition that you agreed to before selling. I was once annoyed by this as well until I sat down and thought about how much extra work it would be for me to keep track off all the states that I received sales tax from, have a separate account to hold all of that sales tax then have to remit all of that sales tax to each individual state on a quarterly basis. If you can't handle the couple of extra cents that you get charged via the sales tax, then you need to either source better items at better prices or choose a new business model. The last thing you should be worrying about is fee's. List more items, sell more items & stay consistent.

I also noticed it, during 2021 my percentage of expenses rose considerably compared to 2020 and 2019 and reviewing I realized that they were charging the percentage of the fees with the taxes included, that is not right. 😞

First, Paypal has GREAT reports and you can go back as far as you need to.
As for Ebay, they have charged FVFs for over 11 years on shipping. It has never been a hidden charge and is spelled out on the policy pages for Seller's fees.
MP reports go back much further than 90 days, so check out the reports available to you in your Seller Hub under the Payment tab.
FYI, a FVF on shipping is not an unusual thing. The other larger sites like Ebay charge it too and some of them for longer than Ebay has.
You seem to talk as if Ebay is charging you twice and they aren't. It is likely something close to 12.5% for most categories when a seller does not have a Basic store or above.

They WERE LITTERALLY CHARGING US TWICE, I saw the statements, my roommate, a wells fargo banker and they did this in 2002 as well. a few days later taken out of the checking account, the same exact amount as the previous shipping transaction. There are also many videos on youtube and other threads about this. and I can't seem to comment on other ones right now ... hmm.
