They should be ADDING HST/GST to the purchase like they do with state sales tax. This only applies for Canadian sellers selling to Canadian buyers.
I'm registered in the US, so no HST is being added to my invoices. Sorry I can't be of more help.

Best to go to the Canadian board. I didn't even know they were doing this until a week ago (supposedly it started July 1 2022), and when I checked my invoices no Canadian buyers were paying added tax. Apparently if you are registered on the US site and shipping from the US, it doesn't matter that I live in Canada. For me things haven't changed. I sell in Canada, I calculate a percentage of that sale to be the HST/GST owed to Revenue Canada and remit that.

eBay is adding the GST/HST onto the selling price plus shipping to calculate the buyer's payment.
Then, they calculate the eBay fees, and subtract the fees, GST/HST and shipping label (if you use eBay shipping) in order to determine your payout.
That's the correct way to do it.
Example of a buyer's purchase, showing the GST/HST being added on correctly:

They don't. GST/HST is charged on an item being delivered to Canada. Items being delivered to the USA have to pay the sales tax for the state where they are being delivered to.
The shipping address I used in my screenshot was in ON: Ontario, and the item was listed on eBay Canada.
