I sold the ring on Ebay for $750 and I shipped it immediately. I did not understand the limitations on Ebay about the signer being needed for the amount of $750 or more. The buyer almost instantly made a claim that he had not received the ring and showed his intentions to try and get a refund. I then looked up his record and realized that I was being scammed. I have the packing label as well as the receipt from USPS that shows that the package was delivered. I googled the address and name on the shipping label and found a criminal background of the purchaser of the item which is long and extensive. Most of this is theft, breaking and entering, and grand theft auto. I know i may lose my money now but it is more about making sure that this does not happen to someone else. I know the States Attorney General and have sent her all the information in the case and she is seeing what she can do for me in the consumer claims division. I know she will do all she can for me. Is there anything else that I can do?

I can't think of any better response at this point, and you need to respond in some way before your time limit expires. You're given 5 days to respond, as I understand it, and when they say "April 9" (i.e. today), your deadline is probably the exact time of day today when the buyer opened the dispute 5 days previous. eBay counts exactly 24 hours per day for response times. Don't go past that without responding or they may simply award the case to the buyer, period.

I authorized the return....It says he has to file before the 16th or it will be closed. Im wondering where he is going to go with this now....really curious how he is going to handle this

A seller can't initiate a return.
A seller can authorize a return.

he initatated the return...not me....in the notes of the item damaged return he said he did not recieve the item...my bad I authorized the return

It may seem so but you would be surprised how much complaining, threats, and "disputes" go on between buyer and seller without ever actually opening a case. New sellers are particularly vulnerable to scammers and threats but it helps them to remind them that there is an actual official process for disputing things and a way that things should be handled. All those messages dont count for jack. If the buyer wants a refund or claims they didnt get the item, they need to go through the process and put up or shut up. Over the years we have seen SSSSOOOO many new sellers cave to threats and just dash off refunds WITHOUT GETTING THE ITEM BACK or based on an e-mail. So no dispute, no problem. This seller has the USPS delivery confirmation and that will help him with both Ebay AND Paypal when any ACTUAL disputes are opened.

How would Delivery Confirmation protect the seller if the buyer files an INR complaint with PayPal?

If there is no dispute opened, you have nothing to respond to. But if he does start one, you have the USPS tracking at least.

@No, @rowtid. The only time a No Returns policy can work to your advantage is when the buyer wants to return the item due to "a remorse" reason -- like "I don't like the color, it doesn't fit, I already bought another one," etc. And, even those are tricky to navigate and depend on a number of factors.
If an item is damaged, then it's a SNAD claim and even if you have a No Returns policy, that is a valid reason for return according to eBay.

I thought he said he didnt get it. So he DID get it but now says it is damaged? So AGAIN he has to return it before any refund.
