"you guys"????????????????????  This is a community help forum, us guys can't give you your payout, as WE are not ebay.  If you're a new or infrequent seller, ebay holds your funds for a bit, 30 days I believe.

I never doubted that.  Still if you want our help, we need more details.  It is your choice.

There is not one reason for this to happen.  So the ball is in your court.  If you want us to try and help, give us more details.  If you are OK on your own, that is terrific.

Regarding the "you guys" comment.  This is a member to member discussion forum.  You are not addressing Ebay employees but other members like yourself.  Some of us come here regularly to try and help other members in need of a helping hand.  Our experiences and knowledge often times will help.
